Halton was ready to come out of Liverpool City Region’s shadows. The ambition? Transform the Borough into a bold, must-visit destination that sparks curiosity, attracts investors, and champions its people. Halton Borough Council wanted a strategy that didn’t just showcase what they have, it had to ignite real movement. From Play and Work to Learn, Invest and Live, all wrapped in a sustainable, inclusive future.

We didn’t arrive with a playbook; we built one, together.
We brought together public and private voices to shape a future everyone could believe in. Through the creation of a vibrant Visitor Economy Network, strategic attendance at Reconnecting Runcorn board meetings, steering group meetings and bold destination marketing campaigns, we carved out a clear, unified vision for Halton.
Then we got creative:
Developed thematic campaigns around health, culture, education, nature, heritage, regeneration and business support.
Delivered branded, multi-channel storytelling campaigns rooted in DE&I and sustainability.
Introduced Halton BIG Business masterclass campaign, with fresh business support, funding links, and energy efficiency training content readily available at any time of day for the convenience of the business owners.
Embedded destination storytelling across every touchpoint, from green spaces to town centres, community venues to tourist attractions.

Our work helped Halton and Reconnecting Runcorn win the ADEPT President’s Award 2024 for “Shaping Places for People”.

A 5.4% uplift in visitor numbers in 2024, with the visitor economy now delivering £208.61 million in value.

Runcorn Station rail passenger numbers jumped by over 100k, and 6.7 million MerseyFlow bridge crossings proved Halton’s twin town pull.

Securing coverage for the borough from regeneration stories to tourist attractions we have achieved over 230 million combined audience reach from appearances on ITV News, BBC Radio Merseyside, Liverpool Echo and BBC News.

Positive press (BBC, ITV) and standout campaigns put Halton’s heritage and future in the spotlight. We elevated the Borough’s cultural assets and venues to regional tourism stardom aligning strategies with the wider city region.

New hubs for Health, Education and Creative & Digital Skills are driving up-skilling, enterprise, and community regeneration. Halton has become a place where businesses want to set up shop — and locals want to stay.

Civic pride reborn
Our strategy united departments across the council, from Regeneration to Highways, delivering community-led change that people can see, feel, and believe in. This united front rippled through into building partnerships across both local and national public and private sector organisations from Avanti West Coast, United Utilities, NHS, Halton Housing, Arriva Travel.

Greener, together
We championed Halton’s 30% green space with the RE:Wild tourism campaign; sparking pride, discovery, and sustainability in one hit and supported community groups and buildings save money and energy.
